7.B. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er July 9, 2012 SUBJECT Block 2/Depot Circle Project Update RECOMMENDATION Accept the report and authorize the City Manager to (1) enter into negotiations with Lowe Enterprises for the potential development of City-owned property on Winslow Street; and (2) negotiate and execute an agreement for Project Management Services. BACKGROUND On May 21, 2012, the City Council selected the development team of Hunter Storm for negotiations to build two office towers on the City-owned property generally called Block 2. As part of the Council discussion, the option was also placed before the other proposing team, Lowe Enterprises, to consider development on another City-owned or other parcels in the Downtown. The City Council acknowledged the importance of the site as a key to the future of the Downtown and the importance of the delivery of the project to continue the economic growth of the City. ANALYSIS After the Council meeting, staff inet with the ad hoc committee for direction and confirmation of Council direction. Specifically, staff confirmed that the development of the Block 2 project with office alone was acceptable, that consistent with the Council discussion the details of the buildings' design could be further vetted to assure the highest quality of construction and design, and that timely delivery of the project was important. In order to meet these expectations, staff recommends that a project manager be brought in specifically to coordinate the construction of the Block 2 office project and the Redwood Creek culvert relocation, and to ensure that the quality of the project is consistent with the Disposition and Development Agreement. Also, to further our assurances of the project's quality, both as architecture and urban design, the developer will provide a scale model of the project as approved for Schematic Design, which will be the basis for the DDA.
