7.B. - Page 3 <br /> A critical next step in the process is confirming the project description. The scope of the <br /> project needs to be clearly defined so staff can evaluate its environmental impacts <br /> against those analyzed in the Downtown Precise Plan EIR. It is likely that some <br /> technical studies, including driveway and intersection turning movement analysis, will be <br /> required. The developer is aware of these additional studies. Once the project <br /> description is complete, staff will complete an Initial Study, which will determine the level <br /> of environmental review required to process the project. <br /> After completion of the environmental analysis, the draft Disposition and Development <br /> Agreement and the environmental documents will be presented to the Planning <br /> Commission. The Planning Commission must make findings and recommend to the <br /> City Council the approval of the DDA. As noted earlier, essential to the DDA is a <br /> completed Schematic Design document, which will provide sufficient detail of the <br /> building material and construction for city staff and the project manager to assure the <br /> City gets the project it bargained for. <br /> The complete DDA, including a Schematic Design package, will likely take three months <br /> to complete. Staff and the developer have already met and are looking for ways to <br /> expedite this process. All parties agree that the addition of a project manager <br /> committed to the delivery of the project is critical. Also critical is the relocation of the <br /> Redwood Creek culvert. Both parties anticipate construction of the culvert project in <br /> early fall 2012 with completion by April 2013. Meeting these timelines better enable the <br /> developers to begin marketing and pre-leasing the office space. <br /> ALTERNATIVES <br /> Council may determine it does not want to negotiate a housing project with Lowe <br /> Enterprises for development of the Winslow Street parcel. <br /> Council may determine that a project manager is not necessary or appropriate for this <br /> project. <br /> FISCAL IMPACT <br /> There is no immediate fiscal impact to negotiate for the sale of the Winslow Street <br /> parcel. <br /> The fiscal impacts of contracting for project management services will be covered <br /> through a portion of the developer's deposit of $150,000 and through the proceeds of <br /> the sale of Block 2. <br /> ENVIRONMENTAL REVIEW <br /> These actions do not constitute a project under CEQA. <br />
