8.A. - Page 73 <br /> ATTACHMENT3 <br /> or impracticable for the subdivider to comply with the requirement with <br /> which exception is taken. <br /> The Project's 5.3 units/acre density is consistent with the density standards <br /> of the City's General Plan and R-1 zoning district that allows up to 7 <br /> units/acre; however, due to the site's unusual shape and size it would be <br /> impractical for the subdivider to comply with the requirements with which <br /> exception is taken. <br /> The 1.69 acre Project site is irregularly shaped (refer to Draft EIR Figure <br /> 1.0-3) and thus requires a roadway to access the Project's nine proposed <br /> parcels. The proposed 22 foot wide one-way roadway exception is <br /> considered a superior roadway design option for this particular development <br /> because it is proportionally sized/scaled to the site's relatively small size <br /> and vehicular demand. <br /> The site is a relatively small sized (1.69 acre) in-fill property that does not <br /> warrant a full, 25 foot wide, two-way roadway (per City Engineering <br /> standard), the width of which would be excessive for this small subdivision <br /> and potentially confusing for drivers unfamiliar with the neighborhood that <br /> could mistake a roadway that is designed to City standard for a through <br /> connection street that leads to another part of the neighborhood rather than <br /> to a private residential development. The proposed 22 foot wide one-way <br /> roadway is not necessary for neighborhood or general citywide circulation <br /> needs; rather it is a private roadway intended to serve only nine property <br /> owners and their guests. By contrast the City has approved many larger- <br /> scaled, multi-phased residential Projects in Redwood Shores with private 25 <br /> foot wide, two-way private roadways (per City Engineering standard) as <br /> these roadways serve as a network of neighborhood streets for larger <br /> developments that generate greater vehicle demand/ traffic volumes (i.e. <br /> 1000 Redwood Shores Parkway contains 168 single family residences & <br /> 2000 Redwood Shores Parkway contains 68 single family residences, etc). <br /> The City Traffic Engineer has reviewed the traffic reports/memos prepared <br /> by RHK and Fehr & Peers (Appendix G of the Finger Project Draft EIR) and <br /> concurs that that the proposed 22 foot wide one-way roadway will meet <br /> necessary access and circulation needs of the Project. <br /> 2. The exception is necessary for the preservation and enjoyment of a <br /> substantial property right of the subdivider. <br /> The General Plan land use designation and R-1 (single family residential) <br /> zoning for the site allows up to 7 units/acre where the Project is only <br /> proposing to develop the site at 5.3 units/acre. <br /> The Finger Avenue Project Draft EIR Section 4 (pages 151-160 & 164-168) <br /> analyzed three nine unit Project Alternatives that meet the City's 25 feet <br /> ATTY/RES0.2264/APPROVING A VESTING TENTATIVE MAP(FINGER AVE) <br /> REV:07-02-12 VR <br /> Page 5 of 18 <br />
