The Planning Commission has reviewed and considered the information contained in the Final EIR prior to recommending tf�at the City Council take action on the proposed Finger Avenue Praject. 5. The information added in the Finaf EIR does not constitute signi�cant new information requirir�g recirculation of#he Draft EIR, but ra#her that additional information clarifies or amplifies an ade4uate EIR. 6. Pursuant to CEQA section 2108�.fi and CEQA G�idelines section 15091, and in support of its approvaf of the Project, the Planning Commission has rer►iewed and considered #he CEQA Findings of Fact for the Project, atEached �ereto as Exhibit A and incorporated herein by reference, and recommends tha# the City Counci! adopt the attached CEQA Findings of Fact. 7. Pursuant #o California Public Resources Code Section 2�p81 and the CEQA Guideli�es Section �5D91(a)(4), the City Council adopts a nd makes the following findings with respect to the significant impacts identified in �F�e Final E�R: Changes or alterations have been required in, or incorporated into, the projec# which avaid or substantially lessen the sigr�ificant environmental effect as idenfi�ed in tne Final E�R. 8. Pursuant to CEQA section 21081.6 ar�d CEQA Guidelines sectian 'I5091, and in support of its approval of the Project, the Planning Comrnission has �ev�ewed and cor�sidered the Mitigation Monitoring and Reporting Program to require all mitigatiorr measures described in the Fir�al EfR be implemented by means o�F Project condifions, agreements, or other measures, as set forth in the Mitigation Monitoring and Reporting Program attached hereto as Exhibit B and incorporated herein by reference, and recommends that the City Council adopt the attachea� Mitigation Mor�itorir�g and Reportit�g Program. . 9. The Planning Commission fir�ds the bene�ts of t�e Project are as follows: a. The Project provides a high quality, single-farnily residential in-fill housing project. b. The project wouid increase available housing near transit, services and existing jobs, potentially reducing oweral� vel�icle miles traveled by residents and workers.
