The Planning Commission has reviewed and considered the information <br /> contained in the Final EIR prior to recommending tf�at the City Council take action on <br /> the proposed Finger Avenue Praject. <br /> 5. The information added in the Finaf EIR does not constitute signi�cant new <br /> information requirir�g recirculation of#he Draft EIR, but ra#her that additional information <br /> clarifies or amplifies an ade4uate EIR. <br /> 6. Pursuant to CEQA section 2108�.fi and CEQA G�idelines section 15091, <br /> and in support of its approvaf of the Project, the Planning Commission has rer►iewed <br /> and considered #he CEQA Findings of Fact for the Project, atEached �ereto as Exhibit A <br /> and incorporated herein by reference, and recommends tha# the City Counci! adopt the <br /> attached CEQA Findings of Fact. <br /> 7. Pursuant #o California Public Resources Code Section 2�p81 and the <br /> CEQA Guideli�es Section �5D91(a)(4), the City Council adopts a nd makes the following <br /> findings with respect to the significant impacts identified in �F�e Final E�R: Changes or <br /> alterations have been required in, or incorporated into, the projec# which avaid or <br /> substantially lessen the sigr�ificant environmental effect as idenfi�ed in tne Final E�R. <br /> 8. Pursuant to CEQA section 21081.6 ar�d CEQA Guidelines sectian 'I5091, <br /> and in support of its approval of the Project, the Planning Comrnission has �ev�ewed <br /> and cor�sidered the Mitigation Monitoring and Reporting Program to require all <br /> mitigatiorr measures described in the Fir�al EfR be implemented by means o�F Project <br /> condifions, agreements, or other measures, as set forth in the Mitigation Monitoring and <br /> Reporting Program attached hereto as Exhibit B and incorporated herein by reference, <br /> and recommends that the City Council adopt the attachea� Mitigation Mor�itorir�g and <br /> Reportit�g Program. . <br /> 9. The Planning Commission fir�ds the bene�ts of t�e Project are as follows: <br /> a. The Project provides a high quality, single-farnily residential in-fill <br /> housing project. <br /> b.
