6.1.D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 9, 2012 <br /> SUBJECT <br /> Award of Contract - Redwood Creek Channel Wall Replacement Project (Redwood <br /> Avenue and Valota Road) <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Redwood Creek Channel Wall Replacement Project (Redwood Avenue and Valota <br /> Road) to Soil Engineering Construction Inc. of Redwood City for their responsive and <br /> responsible low base bid of $373,958.00 and authorize the City Manager to increase the <br /> contract amount, if necessary, up to 10% of the amount awarded. <br /> BACKGROUND <br /> Redwood Creek and its tributaries comprise about eight miles of waterway and traverse <br /> much of Redwood City. A comprehensive conditions and capacity analysis of the entire <br /> Redwood Creek and its tributaries has been conducted and the observations, data, <br /> findings, and recommendations are in draft. Staff is evaluating the information to <br /> formulate a systematic Redwood Creek improvement program to prioritize future <br /> improvements. <br /> The section at Redwood Avenue and Valota Road is a trapezoidal concrete channel <br /> section built in 1967 as part of the creek improvements funded by the General <br /> Improvement District 1-65. For the past decade, this section of wall has been gradually <br /> failing. Replacement of the section of wall is necessary to avoid possible wall failure. <br /> The proposed replacement of the Redwood Avenue and Valota Road section precedes <br /> the adoption of a comprehensive program, but is consistent with the findings of the <br /> analysis. <br /> ANALYSIS <br /> Biggs Cardosa Associates, Inc., was retained to prepare plans and specifications for <br /> this project. The project was advertised for public bidding on May 23, 2012 and bids <br /> were opened on June 13, 2012. <br /> Six (6) bids were received and are summarized in the table below. <br />
