The subject Finger Avenue nine-lot subdivision project provides adequate off-
street parking to serve its future residents and guests, and need not conduct an analysis of
future commercial development along the El Camino Real.
COMMENT: This comment concerns FEIR Comment/Response I-12 involving the development of
the project alternatives
RESPONSE: The FEIR text cited in this comment that the alternatives were developed by
the EIR preparers (and not the applicant)is accurate. The project alternatives were devised by
the City staff and EIR consultant, and were presented in their ultimate form in drawings
prepared by the project's civil engineer for consistency with the site's base map and to ensure
some level of engineering feasibility. The nature of each alternative was based on the
Settlement Agreement terms and the City staff and EIR consultants' independent professional
judgment to help identify the environmental, planning, and urban design trade-offs inherent
in developing the site in the various alternative layouts presented in the Draft EIR. The layout
of each alternative in terms of lot configurations, number and placement of units, access
points to Finger Avenue, etc. was developed by the City staff and EIR consultant (save the
Creekside Green Alternative suggested by the commentor). Therefore, each alternative
reflects the City's unbiased approach(as lead agency responsible for preparation of the EIR),
not the influence of the applicant or the project's civil engineer.
Finger Avenue Nine-Lot Planned Development Project ll Responses to FEIR Comments
City of Redwood City June 2012
