_TA — c!;� 4— <br />LEAGUE BOARD MEETING HIGHLIGHTS <br />NOVEMBER 14 -15, 2003 - NEWPORT BEACH <br />Board Members Reaffirm Support for <br />Initiati le Ballot Measure; Approve League <br />Contrib7ition. After its Saturday briefing on the final <br />contents of the initiative ballot measure as submit- <br />ted on October 30 to the Attorney General for title <br />and summary, the board reaffirmed its support for <br />the ballot measure, authorized the Executive <br />Committee to make key ballot measure decisions <br />on behalf of the League until the next board meet- <br />ing, and authorized a substantial contribution to <br />finance part of the start-up costs of the campaign. <br />The amount will be contributed from non - public <br />revenues the League has been saving over the last <br />several years for this purpose. <br />League Leaders Set Strategic Goals for <br />2004: Focus on Ballot Measure; Housing, Jobs <br />and Transportation; and Ethics. The League <br />board of directors set the course of the organization <br />for 2004 when it met with the leaders of the <br />League's divisions, departments, caucuses and <br />policy committees. After breaking board members <br />and other League leaders into eleven separate <br />discussion groups, the directors considered a list of <br />proposed strategic goals in ten categories of <br />concern that had been formulated by the discus- <br />sion groups. When the board reconvened Saturday <br />morning, November 15, board members cast votes <br />for their top priority goals and three emerged with <br />the highest votes: <br />• Secure passage to the Local Taxpayers and <br />Public Safety Protection Act in the November 2004 <br />election. <br />• Expand the Supply of Housing in California In <br />Balance With Transportation and the Location of <br />Jobs. <br />• Restore Public Confidence in Government, <br />Particularly City Government. <br />League Budget Adopted for 2004. The board <br />adopted the League budget for 2004. The League <br />fashioned a budget for the organization that continues <br />the League's full service program and provides <br />support for the League's bold leadership on the Local <br />Taxpayers and Public Safety Protection Act, the ballot <br />measure to protect local government revenues from <br />state raids. Non - public revenues will finance the <br />League's cash contribution and in -kind support for the <br />ballot measure. The approved budget also contains a <br />dues increase of 1.9 %, equal to the increase for the <br />past twelve months in the California consumer price <br />index to finance non - ballot measure activities. <br />League Takes No Position on Proposition 56. <br />The board received the recommendation of a policy <br />committee and presentations from proponents and <br />opponents of Prop. 56, the Budget Accountability Act. <br />This measure will come before voters in March 2004. <br />The board voted to adopt no position on Prop. 56 at <br />this time. If conditions change leading the policy <br />committee or the executive committee to recommend <br />a different League position, the issue will come back <br />to the board at its next meeting. <br />Legislative Voting Records Reviewed. With <br />the goal of securing increased accountability for their <br />legislative acts, the board reviewed legislators' voting <br />records on key bills in 2004. This information will be <br />the featured in next January's issue of Westem City. <br />WORKERS COMPENSATION <br />WORKSHOPS OFFERED IN DECEMBER <br />The Public Entity Risk Institute (PERT) will <br />hold two free worker's compensation liability <br />workshops in December: one in Walnut <br />Creek on December 2nd and the second in <br />Anaheim on December 4th. <br />Each of these strategic goals will form the basis <br />for the action plan of the League and each of its <br />subunits over the next year.
