CALIFORNIA ALLIANCE PROGRAM TO <br />EXPLORE RETAIL DEVELOPMENT <br />THROUGH PUBLIC/PRIVATE <br />PARTNERSHIII S <br />A one -day program on Wednesday, De- <br />cember 3, will explore how the public and <br />private sectors can synthesize community <br />needs and private investment interests, <br />hosted by the California Alliance Program. <br />The Alliance Program is a cooperative <br />effort between the California Association for <br />Local Economic Development (CALED), <br />California Business Properties Association <br />(CBPA), California Redevelopment Associa- <br />tion (CRA), California State Association of <br />Counties (CSAC), Genesis L.A. and the <br />League of California Cities. <br />RDAfrom page 1••••••••••••••••••• <br />McKenzie and Madrid informed the CRA board <br />of the four years of research and extensive study <br />that went into the ballot measure that, if approved, <br />will would require public approval before the , <br />legislature could take the property tax, sales tax, <br />or VLF (or its successor) away from local govern- <br />ments. The initiative also provides additional <br />protection from unfunded mandates. <br />Commenting on the Board's action, McKenzie <br />said: " I am delighted to have our colleagues in <br />redevelopment join us in the fight to let the voters <br />decide whether local taxes, including redevelop- <br />ment funds, should be spent on local or state <br />services.
