D + � improved to ' <br />p City standards. Beyond that portion, another portion is <br />paved to a width of approximately 20 feet (or, one -half that of a <br />standard hillside street width). The remaining portion of Laurel <br />Way, extending westerly and then northerly is unimproved and <br />allows passage for but a single vehicle at a time. Except for that <br />portion improved to City standards, Laurel Way is a private road <br />(including that portion paved to a one -half width of a standard <br />street). <br />b. Laurel Way is located on uneven, steep terrain. The average <br />slopes of undeveloped lots fronting on Laurel Way range from 21 <br />percent to 64 percent. <br />c. A plat of Laurel Way, showing improved and unimproved lots <br />fronting thereon, is attached hereto, marked Exhibit "A," and by this <br />reference incorporated herein. References herein to street <br />numbers correspond to the lots so numbered on Exhibit A. <br />d. In 1971, assessment district proceedings were instituted for the <br />improvement of Laurel Way.
