I <br />7•D•2 I <br />sewer lines, nor do they require the construction of retaining walls <br />pursuant to the Improvement Plans. <br />I. Properties located on Laurel Way fronting on the westerly and <br />northerly unpaved extension thereof (the "Affected Area ") are, from <br />the standpoint of development, distinguishable from those parcels <br />fronting on the paved portion because such development and <br />improvement of Laurel Way would require extensive grading and <br />the construction of retaining walls pursuant to the Improvement <br />Plans; further, water and sewer utilities are not currently available <br />to said properties. <br />m. Prior geologic studies of the Affected Area have detected, among <br />other matters, downslope soil "creepage," several subsurface water <br />seepage zones, and the existence of "uncontrolled" landfill in <br />various locations near the roadway (Geologic Investigation Report, <br />Gribaldo, Jones and Associates, dated January 26, 1970). <br />n. The Affected Area is located within the seismically active San <br />Francisco Bay Area, and is approximately 2.5 miles from the active <br />San Andreas fault (id.). <br />o. Evidence of cracking in the roadway within the Affected Area has <br />been observed, which may indicate downslope earth movement. <br />Pooled water and other evidence of groundwater seepage have <br />also been observed in the roadway.
