LoA <br />(c) Except as provided in Section 3 of Article XIIIE added by Section Three of this Act, <br />the provisions of Section I of Article XIIIE added by Section Three of this Act apply to <br />all statutes adopted on or after the effective date of this Act. <br />SECTION SIX If any part of this measure or its application to any person or <br />circumstance is held invalid by a court of competent jurisdiction, the invalidity shall not <br />affect other provisions or applications that reasonably can be given effect without the <br />invalid provision or application. <br />
