i <br /> Laura Aden, representing other polphin Park residents in Redwood Shores, spoke in <br /> opposition to the increased solid waste collection rates. She finds this a major increase <br /> and she is looking for ways to trim this. She mentioned that she got forty signatures <br /> and she finds the hazardous waste service unnecessary and she opposed it. <br /> Natalia Kozu Bov, a resident for 30 years and a senior, expressed her appreciation for <br /> local government, but opposes the garbage rate increase. She spoke about not <br /> understanding the increase by percentages, made comparisons befinreen the previous <br /> service provider and the current one, said service should go back to once a week for <br /> garbage collection and once every two weeks for greens (recyclable) collection, and <br /> that there should be no increases. She said there has been no increase in social <br /> security and questioned what the penalty might be if one cannot pay something she <br /> does not want to happen. <br /> M/S Ira/Pierce to close the Public Hearing. Motion carried by unanimous voice vote. <br /> Dr. Bell said that staff is looking at the composition of the Board and the JPA agreement <br /> and what it would take to change its composition. This will come back via the Utilities <br /> Committee and staff found out there is a Strategic Planning session of the SBWMA and <br /> that is an opportunity to share the City's position. Dr. Bell also added that Brian Ponty <br /> and Mike Gibbons have been asked to look at some projections of the rates being <br /> considered and will come back to the Utilities Committee. <br /> One Council Member said that he would like to look at other alternatives including other <br /> types of oversight approaches instead of elected officials. This Council Member would <br /> like to see options on the table. This Council Member would like to hear more about the <br /> hazardous waste fee. One Council Member did not want to include this fee. One <br /> Council Member talked about the transition and how there were challenges shifting <br /> providers and how the logistics did not go smoothly. <br /> Council shared concerns with the future charges and how jurisdictions will match <br /> mandates. Another Council Member also noted that the change in provider was <br /> difficult. This Council Member appreciates Recology's dedication and attendance of all <br /> the meetings to make sure they are responsive. One Council member thanked the <br /> community members who came out tonight and appreciated the input. Mayor Aguirre <br /> expressed her preference to have elected officials at the SBWMA board, she would also <br /> like to review efficiencies because Redwood City asked our employees to make <br /> sacrifices and concessions. Another Council Member concurred with having elected <br /> officials in this board. <br /> M/S Bain/Ira to approve the solid waste rate increase but exclude the hazardous waste <br /> fee. One Council Member wants to have a five-year forecast and his focus is on the <br /> future. The Vice Mayor would like a mid-year update and he would like to have staff and <br /> a group of possibly elected officials represented at the SBWMA Board.
