Dr. Bell then addressed Council's strategic initiatives providing an update on these. He <br /> noted the boards around the room with goals and initiatives. He provided an update and <br /> context and made a suggestion on how to review these with the Council more in depth <br /> in the next few months. He went over the different work plans for each department <br /> under each initiative and he handed out a matrix (on file). In the future, City Manager <br /> Bell would like to have staff presentations on the initiatives and study sessions when <br /> staff needs direction on a particular issue. He noted that next year the matrix would <br /> reflect a major overhaul. One Council Member asked if there was an opportunity to <br /> show the community that this is the Council's work plan and share and highlight the <br /> work that is being done. This Council Member believes this would demonstrate <br /> accountability. One Council Member suggested placing it on the Parks and Recs <br /> publication. The first Council Member would call it an Executive Summary. Dr. Bell said <br /> that this could be done. <br /> The Mayor noted that the Strategic Plan needs to be revisited every year. She would <br /> also like to share with the community the long list of regional and local committees the <br /> Council serves on. Mayor Aguirre complimented Dr. Bell for the various displays of the <br /> work being done. The Mayor also noted that this is not status quo budget because a lot <br /> of work is getting done. Dr. Bell also noted that the Mayor and Vice Mayor will be <br /> hosting Town Hall meetings and these are opportunities to share this work and <br /> progress. <br /> Council consensus was to maintain the current budget approach and use <br /> reserves for the RDA staffing expenditures for the current year. Council directed <br /> the City Manager to pursue contingency options to address possible "unknowns" <br /> and continue pursuing options for fiscal sustainability. Once it is known the <br /> amount of property tax the City general fund will receive after dissolution of the <br /> RDA, staff will return to the Council with a recommendation on how to use these <br /> funds and which former RDA activities to eliminate or seek alternative funding <br /> for. (305) <br /> Recommendation: <br /> Receive Report and Provide Direction Regarding Proposed Ordinance <br /> Banning Certain Polystyrene Product. <br /> Dr. Bell presented the report and commented that staff is ready to share any additional <br /> information Council may need. One Council Member asked if there was a phased-in <br /> period planned? This Council Member would like to have a conversation to take place <br /> befinreen others. Mr. Smith, Public Information Manager, introduced Dean Peterson, <br /> Director of San Mateo County Environmental Health, who said that this will depend on <br /> the plan approved by each jurisdiction.
