Breeze, referred to a letter that was submitted, and she said that they are looking at <br /> using 46 local Redwood City contractors. The question that followed was if these <br /> contractors were going to contract local employees and Ms. Breeze said that she was <br /> not in a position to discuss the actions of these contractors. <br /> Another Council Member inquired about the Housing and Accountability Act and Ms. <br /> Thompson said she needed a few minutes to respond. Vice Mayor Gee, thanked <br /> everyone for being here and he listed his questions which focused on geology, shallow <br /> ground water, and dewatering issues. The consultant responded to the questions. A <br /> possible on-site well was discussed and the consultant noted that to date no records <br /> were found on this issue. Mr. Ekern noted that staff looked at what was feasible and <br /> picked the 20-year number for the flooding data. Staff confirmed that best practices <br /> were applied to the site. Noise standards were discussed during construction period <br /> and Mr. Ekern added that painting and interior work was not covered under the 19- <br /> month timeline. The consultant said that the intent is for the noise generating activities <br /> to occur befinreen the permissible hours only. <br /> Traffic issues were discussed in detail with the consultant providing details on the <br /> assumptions used. Vice Mayor Gee requested further clarification on the traffic model. <br /> The new Facebook campus was discussed as not being part of the model because the <br /> document pre-dates that fact. The sensitivity of the model was discussed in detail. <br /> Construction routes were also addressed. Flooding was discussed and draining in the <br /> area. The use of recycled water, dual plumbing, and conservation were touched upon. <br /> Ms. Breeze noted that this project is outside of the recycled water area but the <br /> developer is willing to include the piping for the landscape connection. <br /> Vice Mayor Gee also inquired about the Redwood City First concept and the developer <br /> explained what her approach entails in making Redwood City contractors, who qualify <br /> for first consideration for the job and how they would have to be the lowest bidders as <br /> well. Ms. Breeze noted this is still in "research stage" and the Chamber of Commerce is <br /> also involved. Mr. Faber made some comments about this. Mayor Aguirre inquired <br /> about the percentage of affordable housing stock in Redwood City and Mr. Ekern <br /> explained that he too had heard different numbers on this matter and staff would look <br /> into this. <br /> Ms. Thompson responding to an earlier question from a Council Members around the <br /> Housing Residential Accountability Act added that the case mentioned by Mr. Faber is a <br /> fairly recent one from 2011, and indeed the courts did determine that the City could not <br /> deny a project if it were in compliance with local zoning regulations absent health and <br /> safety concerns. Another Council Member inquired about the issues around <br /> inclusionary zoning. Ms. Thompson provided the background around affordable <br /> housing in the past and the pre-redevelopment demise. She said that usually this is <br /> done through the request of a density bonus from the developer and then the City can <br /> leverage and obtain affordable housing.
