Council Member said it is a new day and we have to find a new way of doing business. <br /> This Council Member said that one through four or five are the core services. He said that <br /> he is looking for collaborations, partnerships and inter-departmental leveraging. One <br /> Council Member is not looking forward to going through budget cuts every six months. <br /> City Manager Ingram explained that re-crafting and collapsing of the core service areas <br /> would be a next step. Mayor Ira clarified that he does not need such additional step and <br /> that what he would rather see are options. Vice Mayor Aguirre confirmed that the writing is <br /> on the wall and she wants to move forward and not dwell on this anymore. Another <br /> Council Member concurred that they are accepting what was provided and ready for the <br /> next step. One Council Member said that all departments have to shoulder the weight of <br /> the cuts. Another Council Member wanted to highlight the fact that the city published an <br /> annual report that is posted online. Council welcomed revenue generating ideas including <br /> the business license fee. MATTERS OF COUNCIL INTEREST <br /> A. Legislation (information only) - This sub-section involves possible discussion of <br /> City Position on Proposed Legislation described in the League of California Cities <br /> City Advocate Weekly Issue No. 5-2010 and 6-2010. Council may direct staff to act <br /> on positions taken by Council. (Copies of League of California Cities City Advocate <br /> Weekly available in the City Clerk's Department). <br /> B. City Council Member Report of Conference/Meeting Attendance. <br /> C. Informational Update - California High Speed Rail. — Council Member Foust <br /> provided a brief update on the fact that the Alternatives Analysis will not be <br /> released as scheduled but instead it will be released sometime between March 4 <br /> and April. She mentioned that a few cities have asked for a longer review period. <br /> The subcommittee of the City Council wants to have staff ponder on what are the <br /> questions that need to be asked of the community. Council Member Foust <br /> provided details on a tool kit that is being developed and how this interactive tool <br /> allows for greater input. Council Member Foust will keep Council and the <br /> community apprised and she thanked the other Council Members who serve on this <br /> committee (Council Members Gee and Pierce.) <br /> 9. ADJOURN - M/S Aguirre/Pierce to adjourn at 9:08 p.m. in memory of Neil Call, long <br /> time member of the Home Improvement Loan Committee, who passed away on Feb. <br /> 8, 2010 after serving for many decades on this body.
