Another Council Member <br /> agreed that looking at service impacts is important. This Council Member also spoke <br /> about parking as an option that should be look at. One Council Member wanted to <br /> revisit the business license fee as well as special assessment districts. <br /> One Council Member would like to extend the terms of the BCC members whose terms <br /> are expiring soon. City Manager Ingram suggested a six-month extension clarifying that <br /> due to existing language in the Charter, the Port Commission may be an issue, and we <br /> may need to recruit for those finro expiring seats. On this issue of the 34 upcoming <br /> Boards, Commission and Committees seats that are up in May, June and July one <br /> Council Member suggested extending current terms for one year. Interim City Attorney <br /> Abrams requested that this come back via a Resolution to formalized Council's <br /> direction. At this point Vice Mayor Aguirre mentioned reviewing opportunities for <br /> consolidation and focusing on the cost savings and increased staff capacity should <br /> these bodies be streamlined. As Council agreed that we all need to do more with less, <br /> there was consensus on extending the terms for an initial period of approximately 6 <br /> months in order to find efficiencies related to BCCs. <br /> One Council member suggested having staff look at "The Complete Streets Committee" <br /> just as BCC's are being looked at. One Council Member noted an inconsistency in the <br /> minutes from a certain BCC. The Pride and Beautification and Redwood City Verde <br /> were also discussed. It was noted that staff liaisons supporting BCCs may be spending <br /> too much time that takes away from other core duties. Council restated the desire to <br /> have the Human Services Financial Assistance (HSFA) Program return as part of the <br /> recommendations. <br /> The City Council unanimously ratified what the four Core Service areas are: Public <br /> Safety, Fiscal Stability, Legal/Regulatory Compliance and Public Infrastructure. <br /> Public Comment <br /> Joseph Sciarra Jr. spoke about the value of capital improvements and expressed <br /> concern about the amount of people needed to perform certain street repairs. <br /> (Between 7:45 p.m. and 9:40 p.m. Council discussed the budget.
