Presentation: Human Resources Presentation on Proposed Reorganization <br /> Bob Bell, Human Resources Director, explained what the department did to reduce their <br /> base budget and still advance the Council's core strategic initiatives. He covered some <br /> of the core service areas that are pertinent to Human Resources which are regulatory in <br /> nature. Mr. Bell explained historical trends of staffing levels at his department and the <br /> continual decrease in the ratio of HR staffing to employees. Council thanked Mr. Bell <br /> for his courage and commitment to reducing the workforce and using technology. One <br /> Council Member opined that these structural shifts are important while still focusing on <br /> high level of service. Mayor Ira thanked Mr. Bell for being a member of the Redwood <br /> City team. <br /> B. Proclamation: May is National Historic Preservation Month — James Gernand, <br /> Vice Chair, Historic Resources Advisory Committee <br /> Mayor Ira presented a proclamation to Mr. Gernand and proclaimed May as national <br /> preservation month. Mr. Gernand provided details on upcoming events and he thanked <br /> the business and civic sponsors who made these various celebrations possible. <br /> 6. ORAL COMMUNICATIONS AND CONSENT CALENDAR <br /> Andy Frisch, representing Redwood City International, thanked Council and the <br /> community for supporting their latest fundraiser. He added that the funds will continue <br /> supporting sister cities relationships. <br /> Rich Del Ben, a city employee for 43 years, representing SEIU (Service Employees <br /> International Union), Local Chapter 521, spoke on behalf of SEIU members in Redwood <br /> City.
