i <br /> Mr. Chang was asked to explain Gas Tax Shift. Mr. Ponty explained that these monies <br /> derive from Prop 42 and he provided details on how this would work. This would be like <br /> a shock absorber approach for now. There was Council consensus that this shift is a <br /> one-time strategy and not ongoing. Council was interested but it wants to be extremely <br /> cautious with these types of shifts not making them the norm. One Council Member <br /> also talked about pension contribution and employee contributions to medical <br /> premiums. The Tree Preservation Permit was also discussed and Mr. Ingram <br /> explained this is a long-term recovery system. Ms. Harang explained that this figure is <br /> an estimate. One Council Member asked how the implementation would work and staff <br /> provided some details. Council agreed on implementing this revenue alternative. <br /> A Council Member did not want the Childcare Coordinator or the Juvenile Officer cuts. <br /> Mayor Ira noted that the budget was prepared to begin in July 1 and the cuts will take <br /> effect later so it is important to have a cushion/shock absorber and also some money <br /> will be needed for the economic coordinator. Mayor Ira asked if there was anything <br /> else that needed to be brought back to the Wednesday meeting. One Council Member <br /> explained that public safety is not an "on or off' switch. The Police Chief was asked by <br /> a Council Member to look at their cuts again and officers were encouraged to consider <br /> the retirement option. This Council Member asked for a long term approach from POA <br /> and PSA. She also said that sharing medical costs is an important matter. <br /> One Council Member would like to have a study session on pension reform. Another <br /> Council Member shared his disappointment at the unions that agreed to take a pay <br /> raise. It was noted that a "shock absorber" period might be needed for the Fire <br /> Department to implement the cuts. This Council Member would like to take a hard look <br /> at what is the right number to run a city this size. The question came up of what is our <br /> strategy for our future needs and having a larger vision that ties everything together. <br /> This vision would be multi-departmental and across the board.
