i
Various computations were suggested on how to save the HSFA and CCC funding and
forego the Library Youth Services Manager.
M/S Foust/Aguirre to exclude the Library Services Manager and keep the HSFA and CCC
funding reflecting an 8% budget cut on each.
The maker of the motion clarified this is a short term solution. She is doing this because
she trusts the Library Director and out of respect for the two Council Members who feel
strongly about it. Mayor Ira clarified that by doing this tonight these items will be off the
table for one year and will not be touched at mid-year. Motion carried unanimously by
electronic vote.
City Manager Ingram provided a summation of what Council direction was. This included:
A) Council approved the ongoing revenue additions: 1) increase in parking meter rates
($200,000); 2) Tree Preservation Permits ($27,500); and SEIU Salary Freeze
($111,000).
B) In regards to the Add Backs, Council agreed with adding the Juvenile Specialist at
1.0 Full Time Equivalent (FTE) and the Child Care Coordinator at .5 FTE, the
Shared Fire Marshall, and the CSO (1.0 FTE) but excluding the Library Youth
Services Manager. Both CCC and HSFA budgets will be cut by 8% much like other
City Departments.
C) There will be a one-time shift of Gas Tax funds to mitigate impacts. This approach
will not be replicated in future years.
Council concurred that this was the Council direction.
8.
