REPEALING CURRENT CHAPTER 16 AND ADDING A NEW CHAPTER 16 TO <br /> THE MUNICIPAL CODE OF THE CITY OF REDWOOD CITY RELATING TO THE <br /> LIBRARY BOARD <br /> Dave Genesy, Library Director, presented the report (presentation on file). He explained <br /> the mission statement and duties and responsibilities. <br /> One Council Member commented that these are tough times and Mr. Genesy should be <br /> commended for his resilience a "can do" attitude. The Mayor echoed the comments. <br /> M/S Foust/Bain to introduce the ordinance. <br /> Motion carried unanimously by electronic vote. Minute Order 10-149 <br /> 8. MATTERS OF COUNCIL INTEREST — none <br /> Report on High Speed Rail <br /> Council Member Pierce reported that the High Speed Rail authority did not consider the <br /> options set forth by the Redwood City team. She said a letter is being drafted to answer <br /> the suggested plan and make additional recommendations. Council Member Gee <br /> explained that the supplemental alternatives analysis was disappointing. He believes the <br /> path is clear: 1) clarify how the proposed approach works with the downtown Precise Plan <br /> 2) if this is an elevated plan can we use the space underneath it and 3) how do we <br /> leverage and partner with other jurisdictions. He believes that additional technical <br /> resources are needed to engage in some visioning and finding the best possible option for <br /> our community. <br /> Council Member Foust highlighted that while there is some disappointment, the goal is to <br /> have a collaborative spirit and work together on this complex issue. She wants Redwood <br /> City to lead a possible partnership. Vice Mayor Aguirre thanked the High Speed Rail <br /> committee for its hard work and she believes this is a true investment in the future of <br /> California. Council Member Bain believes that a divisive approach is not useful. He would <br /> like Redwood City's response letter to have a strong tone. <br /> 9.
