Council asked questions about collisions and staff clarified that the number of citations <br /> has gone down and this seems an inference of the benefit of the red light control <br /> equipment. One Council Member explained that if this is to be continued it is for safety <br /> reasons and not because this is a revenue generator. Sgt. Osbourne clarified that there <br /> is an 85K penalty to withdraw from the contract. <br /> Mayor Ira explained that when the program was approved it was for safety reasons and <br /> not about the money. Mayor Ira noted that our standard (based on the information <br /> shared) is more lenient than the regular standard. He asked for reassurance that this is <br /> an excellent tool for safety. Sgt. Osbourne stated that this has indeed decreased the <br /> number of collisions at the intersections. <br /> One Council Member would like more of enforcement tools downtown because there is <br /> a need for safety and people need to be protected from careless drivers. This Council <br /> Member explained that the city gets 34 percent of the fee and the rest goes to the state. <br /> Another Council Member Foust complimented Sgt. Osbourne for his presentation and <br /> she appreciated the candid responses and how succinct he was. She considered this <br /> one of the best reports she has ever seen in seven years as a Council Member. This <br /> Council Member recollected being before the Grand Jury on this topic and reiterating <br /> that safety is the reason behind this program. <br /> M/S Foust/Seybert to approve the recommendation and add other intersections when <br /> possible (items 1 and 2 of the recommendation). <br /> One Council Member would like to see more data specifically for 2005 and 2006. <br /> Another Council Member added that most emails he gets on this are from people from <br /> other communities who don't live here and want their fees waived. Yet another Council <br /> Member pointed out that the reason why Redwood City is making money is because <br /> people are breaking the law. There was one Council Member that found it too early to <br /> make a decision on this matter and he would like a report mid-way through the time <br /> period. This item is to come from the Police Chief and the City Manager. Sgt. <br /> Osbourne clarified that this is part of the recommendation of the Grand Jury. Vice <br /> Mayor Aguirre would like to know more about the season when infractions occur. There <br /> was Council consensus on adding more locations when possible. City Manager Ingram <br /> explained that since officers are not placed in these dangerous intersections we are <br /> increasing safety in our work force. <br /> Motion to approve recommendations 1 and 2 carried unanimously by roll call <br /> vote. <br /> 8. MATTERS OF COUNCIL INTEREST - taken out of order at 7:25 p.m. <br /> A. High Speed Rail - request a 90-day review for project EIR (Environmental <br /> Impact Report) - oral report. <br /> Council Member Gee requested Council's concurrence on requesting a 90-day review <br /> period extension. Council Member Foust supports such length in the review period at a <br /> minimum. Council Member Bain concurred as well as Council Member Pierce.
