Developer may assign its obligations under this Agreement <br /> only with the prior written approval of the City, which consent shall not ba unraasonably withheld or <br /> delayed. Developer's request to assign the Agreement to a developar witti experience and fmancial <br /> capability which is substantially similar to Developer's shall be deemed to be reasonable.
