In the Final Report, Energy Solutions shall note the following related to this structural evaluation: <br /> . Will the roof need to be replaced before the system is installed? <br /> • Is there asbestos in the building, which would make installing PV systems prohibitively <br /> expensive? <br /> • Are there other environmental concerns that may trigger CEQA process? <br /> . Are there security concerns (e.g., if the PV modules are installed at a detention facility, <br /> will they obstruct the view or security cameras)? <br /> . Are there maintenance concerns (e.g., will the PV provider be able to access the <br /> building roof to maintain the systems)? <br /> . Photographs of each roof. <br /> . A preliminary estimate of the depth and width of borings for ground-mounted support <br /> structures. <br /> TASK 2.3: Economic Feasibility and Financing Analysis <br /> Energy Solutions shall conduct an analysis to determine the economic feasibility of the <br /> proposed project, as well as provide a discussion of possible financing and ownership <br /> structures. <br /> Task 2.3.1: Economic Feasibility Study <br /> Energy Solutions shall develop a 25-year cash flow model for each site. The analysis will <br /> include calculating a base case cost to the agen cy that represents the"status quo" scenario (no <br /> project) as well as calculating the econom ic impact of implementing the proposed project. <br /> Energy Solutions shall allow up to 3 additional sensitivity analyses that allows the City to <br /> understand how the overall solar PV project economics would be impacted by changes to <br /> specific assumptions. Factors that the agencie s may choose to vary may include but are not <br /> limited to the following: <br /> . Higher or lower utility rate escalations, <br /> • Higher or lower capital costs, <br /> . Faster or slower rates of system degradation, <br /> • Decrease in site load due to efficiency improvements, <br /> .
