13. Traffic Mitigation. <br /> (a) Tra�c Mitigation Payments to be Made by Pacific Shores. In order to <br /> mitigate the traffic impacts of the Project, Pacific Shores shall pay $3.00 per square foot of <br /> GBFA on a Building Pazcel at the time of issuance of each building permit. If the City <br /> establishes a city-wide trafFic impact fee which is higher than $3.00 per square foot, then the <br /> fee payable by Pacific Shores shall be equal to such city-wide tr�c mitigation fee for <br /> building permits for which application has not yet been made. In addition, Pacific Shores <br /> shall cause the construction of and fund (by itself or through the District) the mitigation <br /> requirements set forth in following Sections 13(a)(i) through (iii). <br /> (i) East Bayshore/Blomquist/Route 84 Extension. Improvements to the <br /> intersection of Blomquist Avenue and East Bayshore Road with Seaport Boulevard and <br /> Woodside Road, including realignment and reconstruction of the East Bayshore- <br /> Blomquist Avenue intersection in accordance with the EIR and with prior plans drawn <br /> up by the City (with minor modifications necessary to satisfy standard traffic <br /> engineering requirements), including improvements to the railroad crossing and 350 <br /> feet of dual left turn lanes on East Bayshore Boulevard. If requested by City and if <br /> necessary approvals aze obtained by City, Pacific Shores shall directly implement this� <br /> project prior to occupancy of the first Building Parcel in time for such construction to <br /> be undertaken at the same time as construction of the Seaport Boulevard extension to <br /> the project site. <br /> (ii) Marsh Road, Haven, and State Highway 84. The restriping of the <br /> southerly approach of Haven to Mazsh Road in order to provide a third, right-turn only <br /> lane of approximately 200 feet in length. If requested by City and if necessary <br /> approvals are obtained by City in time for such construction to be undertaken at the <br /> same time as construction of the Seaport Boulevard extension to the project site, <br /> Pacific Shores shall directly implement this project prior to occupancy of the first <br /> Building Parcel. <br /> (iii) U.S. 101 Northbound Ramp to Woodside. The widening of the <br /> northbound off-ramp from Highway 101 to Woodside Road to provide a two-lane off- <br /> ramp, to be funded such that improvement can occur at the earlier of occupancy of the <br /> first 500,000 square feet of floor area on Building Parcels or in time for simultaneous <br /> completion with the connecting auxiliary lane on U.S. 101. <br /> (b) Seaport Boulevard. Prior to occupancy of the first building on a <br /> Building Parcel at the Project Site, Pacific Shores will undertake and complete the extension <br /> and widening of Seaport Boulevard to four lanes of traffic to the Project Site and connecting <br /> to the existing two-lane extension which is to be retained as the Frontage Road for the Port <br /> and RMC Lonestar as illustrated on Exhibit F. This project will be fully-funded by Pacific <br /> Shores Center except as provided in Section 9.
