6.1.D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 10, 2012 <br /> SUBJECT <br /> Agreement for Electrical Maintenance Services for 2012-13 with Cal-West Lighting and <br /> Signal Maintenance, Inc. of San Jose, California <br /> RECOMMENDATION <br /> 1.) Approve by Motion a one (1) year term of Agreement for electrical maintenance <br /> services with Cal-West Lighting and Signal Maintenance Inc. of San Jose, California, in <br /> the amount of $200,000 and authorize the City Manager to increase the contract <br /> amount, if necessary up to 10% of the amount awarded. <br /> 2.) Authorize the City Manager to renew the Agreement for up to three (3) consecutive <br /> years after the first year in an amount not to exceed 5% above the previous contract <br /> amount. <br /> BACKGROUND <br /> The contractors perform electrical maintenance and repair of city-owned and operated <br /> assets, including street lights, traffic signals, lighted crosswalks, and other associated <br /> infrastructure. The contractors also provide emergency response to traffic signal and <br /> street light knockdowns and underground utility locating and marking service requests. <br /> The City Council has approved agreements with electrical maintenance contractors over <br /> the last 3 years. Most recently, an agreement with Cal-West Lighting and Signal <br /> Maintenance was approved on February 7, 2011. That Agreement allowed two <br /> Amendments; the second of which soon expires. On June 28, 2012 the City Clerk <br /> publicly advertised the Notice Inviting Proposals for Electrical Maintenance Services. <br /> Proposals were received at the Public Works Services office on July 26, 2012. Three <br /> proposals were received: Republic ITS, Aegis ITS and Cal-West Signal and Lighting <br /> Maintenance, Inc. <br /> ANALYSIS <br /> The proposal from Republic ITS was deemed not responsive to the Request for <br /> Proposal because they did not submit an emailed or digital version of their proposal as <br /> required in the Request. Aegis ITS had the highest prices for most of the tasks listed in <br /> the RFP. The firm of Cal-West Lighting and Signal Maintenance, Inc., is recommended <br /> because their proposal was responsive to the Notice, they have excellent pricing in their <br /> proposal, they are familiar with electrical infrastructure in Redwood City and they have <br /> provided the City with excellent services during the past 16 months that they have <br /> maintained the City's electrical facilities. <br />
