6.1.H. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 10, 2012 <br /> SUBJECT <br /> Amendment Number 3 to Agreement with Moore, lacofano and Goltsman (MIG) for <br /> Environmental Consulting Services for the Stanford in Redwood City Project <br /> RECOMMENDATION <br /> Approve Amendment Number 3 with MIG in the amount of $86,406.18 to complete <br /> preparation of the Stanford in Redwood City Environmental Impact Report (EIR). <br /> BACKGROUND <br /> On August 11, 2008, the City executed an agreement with Wagstaff and Associates to <br /> assist staff with the preparation of an EIR for the "Stanford in Redwood City" project. <br /> The original agreement, which included sub-consultant work, was in the amount of <br /> $354,250. Wagstaff and Associates has since merged with MIG and is now referred to <br /> as MIG. In March 2010, the City Council approved the first amendment to MIG's <br /> contract agreement in the amount of $85,285 and in May 2011 approved a second <br /> amendment in the amount of $41,384 plus a 5% contingency ($24,045.90) which MIG <br /> used and which brought the total amendment amount to $65,429.90. <br /> ANALYSIS <br /> MIG is now requesting a third amendment in the amount of $86,406.18 which brings the <br /> total contract amount to $591,371.08. The amendment covers unanticipated work <br /> performed by MIG and their subconsultants, including the preparation of: responses to <br /> additional Draft EIR review cycles based on incorporation of new information; <br /> associated document printing and mailing costs; an additional traffic analysis; and EIR <br /> background reference documents list. The amendment also covers consultant and <br /> subconsultant costs to finalize the Stanford EIR, including preparation of the draft and <br /> final Mitigation, Monitoring and Reporting Program (MMRP) and CEQA findings for <br /> project approval hearings. <br /> A five percent contingency of $4,115 is included in the contract amount. The <br /> contingency would be used only if absolutely necessary to respond to unanticipated <br /> challenges in a time-efficient manner to maintain work quality and schedule. Staff is <br /> requesting that the City Council grant the City Manager or his designee the authority to <br /> utilize the contingency fund as needed to complete the project. Stanford is aware of the <br /> requested amendment to MIG's scope of work. Staff anticipated that the Stanford Final <br /> EIR will be released for public review in the fall and forthcoming for Council <br /> consideration this winter. <br />
