6.1.K. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 10, 2012 <br /> SUBJECT <br /> Response to Civil Grand Jury Report: "Still No Emergency Action Plans for Levee <br /> Failures" <br /> RECOMMENDATION <br /> Approve by motion, the attached letter responding to the July 9th, 2012 Grand Jury <br /> Report and authorize the Mayor to sign and send the letter in response to the report. <br /> BACKGROUND <br /> The San Mateo County Civil Grand Jury filed a report regarding a lack of response on <br /> the part of some cites to a 2007 Grand Jury report concerning dam and levee safety <br /> and emergency preparedness. <br /> The City of Redwood City took action based on the previous Grand Jury Report and the <br /> City's levees are now up to National Flood Insurance Program standards. Additionally, <br /> an emergency response plan was developed, but it was not shared with Office of <br /> Emergency Service (OES) because the City was unaware of the need to share its plan <br /> with OES. <br /> Our future action will include sharing our plans with San Mateo County OES, as well as <br /> participating in a reporting of the conditions of the levees to the County, when a protocol <br /> is developed. <br /> ANALYSIS <br /> Staff has considered the findings and recommendations and has prepared a letter for <br /> the Mayor's signature that responds to the Grand Jury's directives. <br /> ALTERNATIVES <br /> Do not approve the letter responding to the Grand Jury findings. This will place the City <br /> in violation of the Grand Jury's order of responding by October 9, 2012. <br /> FISCAL IMPACT <br /> There is no anticipated fiscal impact. <br /> ENVIRONMENTAL REVIEW <br /> N/A <br />
