Do we have these EAPs <br /> today`? <br /> Summary <br /> There are 23 levees in San Mateo County, three of which are not certified to withs�and a 100- <br /> year flood.l There are 13 dams in Saza Mateo County listed�y the Army Caz�ps of En.gineers <br /> (ACE) as posing high ar significant risk iz�tl�e event of failure. �'ailure of dams or Ievees could <br /> threatez�tl�e lives of County residents and cause serious damage to praperty. <br /> The 20Q6-2007 CiviI Grand Jury released a report entitled: Emergency Planning for Dam or <br /> Levee Fcrilures in San Mateo County.2 The 201 I-2012 Civil Grand Jury initiated an investigation <br /> to determine if the coz�znitments made by the County atzd cities in response to that report were <br /> completed. It found that all partzes responsible for dams appear to have fulfilled their <br /> commitments, while those responsible for levees, for the most part, did not. <br /> Five years later, �an Mateo County, San Cax�os, and Sou.th San Francisco stilI have no <br /> Emergency Action Plans (EAPs) for their Ievees. East Palo A1to, Foster City, San Mateo, and <br /> Redwood City eventually produced EAPs that vary in consistency and Ie�vel of detail. None of <br /> the cities sent their EAPs to the Sheriff's Office of Emergency Services {OES) for incorporation <br /> inta a countywide Emergency �perations Flan. <br /> OES, for its part, has a generai plan to address emergency situations in eack� czty and believes <br /> this is sufficzent. However, its plan does not speci�'ically address levee failures. <br /> The 2Q1 I-2012 Grand Jury believes this important public safety issue cannot continue to be <br /> ignored. The failure to fulfill nnany of the commitments made in 2007 must be highlighted and <br /> aggressively addressed.
