Penat Code section 933.45 (f� prohibits any officer, agency, <br /> 6.1.K. - Page 9 �r gover��ng body of a public agency from disclosing any contents <br /> of the repor� prior to �he public release o#this report. <br /> The 20I 1-2012 Grand�uxy contacted the ci�ies responsible for dams and levees in San Mateo <br /> County. Letters were sent to tk�e crties of Belmont, Buriingame, East Palo Alta, Faster C'rty, <br /> Paci�'ica, Redwoad City, San Carlos, San Mateo, and South San Francisco requesting curr�nt <br /> status on the commitments they made in response to the 2006-2007 Grand Jury report on dams <br /> and levees. <br /> All cities and Counry Departments (OES and Public Wot-ks) responsible for dams appear to have <br /> fulfilled their con��nitn�ents. OES developed an Emergency Operations Plan(EOP) far dams that <br /> incozparated all necessary infarmation frozn the cities responsible �or dams and includes the <br /> procedures required for an emergency response to dam fa.ilure within the County. Tne OES is <br /> the recipient af the annual reports on dam integrity and inspection. Due to this satisfactoary <br /> compliance with the 2d06-2007 Grand .Tury recomzx�.endations, the 2011-2012 Grand Jury <br /> facused its investigation on Ievees. <br /> With respect to levees, there was a range of compliance. Four cities produced EAPs �arying in <br /> cansistency arid level o£defail, but did not send their EAPs or az�nual updates to the County. <br /> Three cities did not develop EAPs. (See, Attachment 1 for details.} Nor�e o�the seven cities had <br /> involvement with OES. <br /> Since 20d7, Foster City, Redwood Czty, and San Mateo and the County worked with FEMA to <br /> brzng some Ieve�s up to FEMA accreditation standards. As a result, areas of these cities are no <br /> longex within a FEMA designated "floodplain," and property owners in tkaese areas do not have <br /> to add the cost of flood insurance to their rnortgage payments.
