This is an ad�anced copy of a Grand Jury report that will be publicly released on <br /> i,�i., a �n��, penal Code sec�ion 933.45 {fl prah�bits any officer, agency, <br /> 6.1.K. - Page 11 r go�erning body of a p�hlic agency from disclosing any contents <br /> of the report pr�or to the publ�c release of this repo�. <br /> 5. The OES does not address levee failures in the County Emergency Operations 1'lan <br /> {EO�). <br /> 6. The OES stated it does not have adequate resources to develop an EOP for levees, despite <br /> its cornmitment to do so in 20�7. <br /> 7. In 2008, the OES Directox applied to the Califorr�ia Emergency Management Agency for <br /> a Hazard Mitigation grant ta fund continuing work on dams and Ievees. This application <br /> was denied. <br /> 8. The OES did not zequest or receive copies af EAPs for Ievees from any of the a��ectad <br /> cities. <br /> Re�ard'zn the Emer�eney Services Council: <br /> 9. The Ennergency Services Council pravided OES with fi.inding in fiscal year 2007�200$ <br /> that resulted in the creation of a dam database, inundation maps of hazardous dams, ax�d. a <br /> section on dams in the County EOP. No additional funding has been providec� to <br /> complete the committed wor�C on levees. <br /> 10. The ESC adopted a resolution in 2007 requesting a11 juarisdictions for dams or levees ta <br /> cooperate wit�the OES to develop credible Emergency Action Plans (EAPs) for <br /> responding to darn and Ievea failure. The resolution did nat contazn a required due date <br /> for�he deveIopment of the EAPs and nothin.g has been done in the Iast 5 years.l� <br /> Regarding the County o�San Mateo: <br /> 11. The County of San Mateo sh.ares responsibility wzth San Carlos anc�Redwood City for <br /> the Ievees located in the vicinity o�the San Carlos Azzport. <br /> I2. The County P�blic Works Department did not develop ar�EAP £or leve�s located in the <br /> vicinity of San Carlos Azrport. <br /> Re�ardin� tk�e Cities of: <br /> Bnrlingame <br /> 13.
