Pena[ Gode section 933,05 �f} prohibits any officer, agP���- <br /> department, or governing body of a pub[ic a�ency from disclosing any 6.1.K. - Page 14 <br /> of�he report prior to the �ublic release of tf�is report. <br /> Recommenda��ons <br /> The Grand 3ury reco�nmends to the Eznergency Services Council that it: <br /> 1. Provide the xesoure�s needed to enabla the Sheri��s Office of Ezx�ergency Services (OE�) <br /> to fulfill, by Decemb�r 31, 2012, aIl OES commi�nents made in response to the 2006- <br /> 2007 Grand Jury report with respect to levees. {,See, Attachrnent 3.) <br /> 2. Establish timelines and znanitor progress of OES in fulfilling those commitm.ents. <br /> The Grand Jury recommends to the Board of Supervisors of San Mateo County and the city <br /> co�ncils of East Palo Alto, Fosfier City, Redwood City, San Carlas, Sari Mateo, and South San <br /> k'rancisco that each of them: <br /> 3. Within a timeframe negatiated with OES, cr�ate, review, and update EAPs �or Ievees in <br /> confoz-�z�ance to specific San Mateo Caunty OE5 guideIines. These EAPs will include at <br /> a minirnum: <br /> • A list of thxee or rr�are separate telephone contacts to ensure at least one <br /> responsible official or responder is made aware of the ernergency <br /> • A protocol setting out actions that wili be �uldertaken to �nitigate danger duzing an <br /> emergency <br /> • A copy o�the most recent inspection report on Ievee iza#egrity <br /> 4. Forward updated EAPs to OES ta be followed by annual updates. <br /> 5. Direct the reievant city departments to work witkz the County PubIic Works Director <br /> and FEMA to identify, evaluate, and raport annually on the integxity of Ievees in the <br /> Coux�ty. <br /> The Grand Jvey recommends fhat the San Mateo County Sheriff direct the Of�ce o� <br /> Emergency Services to: <br /> 6. Irnmediately take proactive steps to obtain xequired funding fram the Emergency <br /> Services Council in arder to conduct ali recornmended work pertaining to levee <br /> Emergency Action Plans. <br /> 7. Wathin 60 days negotiate a tizneline and develop a plan witl�the affected cities ta <br /> complete all com;nitments. <br /> 11 <br />
