6.1.L. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 10, 2012 <br /> SUBJECT <br /> Award of Contract — Block 2 Culvert Relocation Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Block 2 Culvert Relocation Project to McGuire and Hester of Oakland for their <br /> responsive and responsible low base bid of $1,995,235.00 and authorize the City <br /> Manager to increase the contract amount, if necessary, up to 10% of the amount <br /> awarded. <br /> BACKGROUND <br /> The Depot Circle project, the next milestone of our powntown renaissance, is intended <br /> to provide a dramatic focal point for the western gateway into Downtown Redwood City. <br /> The first phase of the project is located on the Middlefield Road Parking Lot (Block 2) <br /> adjacent to the Caltrain station, which will include mid-rise buildings with office and retail <br /> uses. A subsequent phase is envisioned to include residential uses on the Winslow <br /> Street Parking Lot area. <br /> In order to maximize the development potential of Block 2, an approximately 400-foot <br /> long, 15-foot wide, 7.5-foot deep concrete box culvert is to be relocated off of the parcel <br /> and in the public right-of-way on Middlefield Road. <br /> ANALYSIS <br /> BKF Engineers was retained to prepare plans and specifications for this project. The <br /> project was advertised for public bidding on July 18, 2012 and bids were opened on <br /> August 15, 2012. <br /> Eleven (11) bids were received and are summarized in the table below. <br /> Bidder Total Bid <br /> Robert A.
