6.4.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 10, 2012 <br /> SUBJECT <br /> Amendments to the Downtown Precise Plan <br /> RECOMMENDATION <br /> Adopt a Resolution to amend Book II - Development Regulations of the Downtown <br /> Precise Plan <br /> BACKGROUND <br /> On May 21, 2012, staff presented a proposed amendment to the Downtown Precise <br /> Plan (Plan) to allow, under certain conditions, ground-floor office uses in the retail core. <br /> The proposed amendment addressed other opportunities to eliminate confusion and <br /> increase flexibility in the Plan. The Council declined to adopt the amendment because <br /> of concerns about the ground-floor office changes. Council continued the item and <br /> directed staff to return at a later meeting with the remainder of the amendment for <br /> consideration. <br /> ANALYSIS <br /> The proposed amendment does not change the ground floor office uses restrictions. <br /> The proposed changes are summarized below: <br /> - - - . <br /> Description of Change Reason for Change <br /> Massage, tanning, and waxing uses The Plan is restrictive for massage, tanning, and waxing <br /> are included in the Personal and businesses.
