8.A. - Page 55
ATTACHMENT2
32.2, zoning standards described above, will provide an environment
of physical and functional desirability, in harmony with the character of
the surrounding neighborhood, as required by Zoning Ordinance
Article 46.
Section 4. Exception to Private Roadway Engineering Standard: The City
Council finds that:
(a) Municipal Code Chapter 30 (Subdivisions) Section 30.118 B allows
roadway width exceptions if a Planned Development (PD) Permit has
been approved or if the exception is in the public interest.
(b) The City's Plan Review Committee (including Fire and Traffic
Engineering staff) has determined that the proposed roadway meets
emergency vehicle (public safety) access and general circulation
needs of the project. The City Traffic Engineer has also reviewed the
RKH Engineers and Fehr & Peers traffic reports and memos (Finger
Draft EIR Appendix G) and agrees that the proposed 22 foot wide
private roadway will meet necessary access and circulation needs of
the project.
(c) The roadway is not necessary for neighborhood or general citywide
circulation needs; rather it is a private roadway intended to serve only
nine property owners and their guests. The roadway is thus considered
proportionally sized to this small nine unit infill development. By
contrast, most Redwood Shores projects have 25 foot wide, two-way
private roadways because they serve as a network of neighborhood
streets for larger developments that generate greater vehicle demand/
traffic volumes.
(d) The City Council hereby finds, as required by Municipal Code Chapter
30 (Subdivisions), Section 30.118 B, that the requested roadway width
Exception is granted as part of the City Council's approval of the
requested Planned Development (PD) Permit, and that the Exception
is in the public interest as it is consistent with regional and community
plans/polices outlined in the Finger Project Draft EIR, pages 173-179.
Section 5. The City Council grants the modifications and exceptions set
forth above and approves the Planned Development Permit based on the City
Council's consideration and reliance on the EIR and in accordance with the
plans, details and descriptions contained therein, contained in the Resolution
certifying said EIR and conditioned upon and subject to the Mitigation Monitoring
and Reporting Program, and the following Conditions of Approval:
CONDITIONS OF APPROVAL:
ATTY/RES0.2784/FINGER RESO APPROVING PD FINAL
REV:08-31-12 VR
