The Mayor concurred.
Mayor Aguirre closed the Public Hearing.
M/S Gee/Bain moved to continue this matter to the September 10, 2012 meeting,
because of the volume of the information to be considered and he City Council wishes
to continue working on this matter in the interim; furthermore, the motion includes
designating the City Manager to work with the Community Development Director to
initiate a process with the parties (with each community group designating two
representatives) to provide an opportunity for a mediated/facilitated discussion using the
Stipulated Judgment as a parameter with the goal of reaching an agreement on the plan
for the proposed project. If there is a cost to the mediation/facilitation the parties
involved are to split the cost. City staff will coordinate the logistics for the discussion but
not the discussion itself. MINUTE-ORDER 157
One Council Member made comments about the fact that this is an opportunity to find
compromise and stick with it. Another Council Member said that he would like to see
this work even though he was not hopeful. He opined that for that to happen this needs
to be a completely voluntary process with those involved thinking beyond their personal
needs and wanting to think about the greater good. Another Council Member said that
he will support this process even though he was ready to vote on this tonight and he
hopes that the desire and respect will make this a successful endeavor. Another
Council Member noted that in September there will be a decision and she hopes that
both sides will seek success. Mayor Aguirre, wanted to have this meeting because she
thought the Council was ready to make a decision but obviously not. She thanked the
developer and the neighbors. She also noted that infill developments are very hard
because it affects what you already have, but it is necessary and she advised both
sides to consider a different strategy since what they have done thus far did not work.
9.
