6.1.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 10, 2012 <br /> SUBJECT <br /> Agreement with the Redwood City Police Activities League for Youth Services <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute an agreement between <br /> the City of Redwood City and the Redwood City Police Activities League for the <br /> provision of Youth Services. <br /> BACKGROUND <br /> The Redwood City Police Activities League (PAL), has been actively providing youth <br /> sports and collaborative after school programs for at-risk and potentially at-risk youth in <br /> the City of Redwood City for the past 17 years. PAL maintains its home on the Taft <br /> School campus at 3399 Bay Road and serves over 3,000 youth through its sports and <br /> collaborative youth programs. These day and evening programs include year-round <br /> sports for 2nd through 8th grades, boxing, karate, lunch time PAL in schools, after- <br /> school programs, a tattoo removal program, dance, theater and digital arts programs <br /> and an annual holiday toy drive in collaboration with the Redwood City Police and Fire <br /> Departments, delivering over 12,000 toys and books to disadvantaged youth. This non- <br /> profit organization has been supported through public donations, volunteers and in-kind <br /> support from the Redwood City Police Department. <br /> ANALYSIS <br /> During the Fiscal Year 2009/2010 budget reductions, the police department eliminated <br /> the PAL Coordinator position (management analyst) and the Fiscal Year 2010/2011 <br /> adopted budget provided for the further restructuring of police staffing and support to <br /> PAL. Positions which had previously been dedicated to PAL and staffed by sworn <br /> officers were eliminated and the position of a civilian executive director was created as <br /> a direct report to the PAL board of directors. The reductions in police staffing for PAL <br /> resulted in an aggregate savings of approximately $450,000 annually. Additionally, an <br /> agreement with PAL to provide youth services was executed with the City and the <br /> Police Department through funding support of $80,000 in Fiscal Years 2010/2011 & <br /> 2011/2012. <br />
