09/10/2012
detected during the pre-construction surveys, a no-disturbance buffer zone shall be
designated and maintained around the nest until a qualified biologist has determined
that the young have fledged from the nest. The size of the no-disturbance zone shall
be determined in consultation with the CDFG.
MM BIO-2.2: A minimum of one preconstruction bat survey shall be conducted by
a qualified bat biologist(a biologist holding a CDFG collection permit and a
Memorandum of Understanding with CDFG allowing the biologist to handle and
collect bats) shall be conducted prior to tree removal or demolition activities. If no
bats are detected, then no further surveys are required. However, if bats are detected
in a tree or structure on the site, the bats shall be passively excluded/evicted from the
roost area for two consecutive days. Tree removal and/or demolition shall occur not
less than the day following the two consecutive days of exclusion/eviction.
Finding: Implementation of MM BIO—2.1 and 2.2 would reduce impacts from the project to
nesting birds and bats to a less than significant level.
Facts in Support of Finding: Implementation of MM BIO—2.1 and 2.2 would reduce the project's
impact to nesting birds and bats through avoidance or completion of pre-construction
surveys to avoid disturbing or destroying active nests, as described in Section 2.6—
Biological Resources of the Draft EIR on pages 92-104, which is hereby incorporated
by reference.
Impact: Impact BIO—3: The project will remove 10 trees, including two dead trees.
Mitigation: MM BIO-3: Implementation of replacement plantings in conformance with a final
landscape plan reviewed and approved by the City Arborist, will reduce impacts from
tree removal on the site to a less than significant level. Prior to removing any trees
defined as an ordinance size under the City of Redwood City's Tree Preservation
Ordinance, the applicant shall apply for a tree removal permit. Under the Ordinance,
the value of the tree to be removed, as determined by a certified arborist, must be
replaced with the planting of new trees. The replanting of a minimum of one new
tree for each tree removed is a general condition of a tree removal permit. The
applicant has proposed a replacement program for tree removal at a ratio of
approximately 5 to 1.
Finding: Implementation of MM BIO—3 would reduce impacts from removal of mature trees
and reduce impacts to existing trees to be preserved.
Facts in Support of Finding: Implementation of MM BIO—3 would reduce impacts from the loss
of mature trees by requiring planting of replacement trees, as described in Section 2.6
—Biological Resources of the Draft EIR on pages 92-104, which is hereby
incorporated by reference.
3
RESO.#15217
MUFF#613
