Buchwald <br /> Judge of the Superior Court <br /> Hall of Justice <br /> 400 County Center, 2nd Floor <br /> Redwood City, CA 94063 <br /> Dear Judge Buchwald, <br /> On July 17, 2012, the Redwood City Council received the San Mateo County Grand Jury report <br /> entitled "Does San Mateo County Need 13 Separate Police Dispatch Centers?" The report <br /> contained fifteen "findings," ten "conclusions" and three "recommendations" (only two of the <br /> three recommendations pertained to the City). The City was required to submit comments to the <br /> Court no later than October 15, 2012. <br /> For all "findings," Council was to indicate one of the following: <br /> 1. Council agrees with the finding. <br /> 2. Council disagrees wholly or partially with the finding, in which case the response <br /> shall specify the portion of the response that is disputed, and shall include an <br /> explanation of the reasons therefore. <br /> Additionally, for the two applicable "recommendations," Council was requested to report one of <br /> the following actions: <br /> 1. The recommendation has been implemented, with a summary of the implemented <br /> action. <br /> 2. The recommendation has not been implemented, but will be implemented in the <br /> future, with a time frame for implementation. <br /> 3. The recommendation requires further analysis, with an explanation and the scope and <br /> parameters of an analysis or study, and a time frame for the matter to be prepared for <br /> discussion by the officer or director of the agency or department being investigated or <br /> reviewed, including the governing body of the public agency when applicable. This <br /> time frame shall not exceed six months from the date of the publication of the Grand <br /> Jury report. <br /> 4. The recommendation will not be implemented because it is not warranted or <br /> reasonable, with an explanation therefore. <br /> The City Council has authorized me to present the City's response to the Court. <br /> The Redwood City Council at its meeting of September 24, 2012 approved the responses to the <br /> findings and recommendations. <br /> 1 <br />
