6.4.A. - Page 2
also supervise administrative staff of the City Manager's office, and facilitate strategic
planning and process improvement initiatives for City Council and other City
departments. As a part of this reorganization, the Assistant City Manager would
assume the role of the City's Personnel Officer, replacing the Human Resources
Director in this capacity. The new classification of Assistant City Manager differs from
the former Deputy City Manager classification, in that the Assistant City Manager would
provide direct oversight to other City Departments and divisions, assume a higher level
of responsibility for City-wide strategic initiatives, and serve as the acting City Manager
in his or her absence. A salary survey was conducted by the Human Resources
Department according to the compensation plan outlined in the Executive Management
Summary of Benefits, and the recommended salary range is $14,581 to $17,271
monthly.
ALTERNATIVES
1. The Council could take no action and advise staff to continue using existing job
classifications and salary ranges.
2. The Council could advise staff to do further evaluation and recommend
alternative classification or salary changes.
FISCAL IMPACT
Upon implementing the new structure and hiring an Assistant City Manager, the Human
Resources Director position will be eliminated. This change will result in a net cost of
approximately $10,722. In addition, the currently vacant Economic Development
Manager position will be re-evaluated and reclassified to a lower level position, which
would result in the requisite cost savings.
_,
LEAHLOCKHART
SENIOR HUMAN RESOURCES ANALYST
"
ROBERT B.
