6.1.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 24, 2012 <br /> SUBJECT <br /> Response to Civil Grand Jury Report "Does San Mateo County need 13 Separate <br /> Dispatch Centers?" <br /> RECOMMENDATION <br /> Approve by motion the attached letter responding to the July 17, 2012 Civil Grand Jury <br /> report and authorize the Mayor to sign and send the letter in response to that report. <br /> BACKGROUND <br /> On July 17, 2012 San Mateo County Civil Grand Jury filed a report with the San Mateo <br /> County Superior Court regarding the consolidation of law enforcement dispatch centers <br /> within San Mateo County. The report focused on the redundancy of police dispatch <br /> centers within the county and the fiscal impact of the redundancy. <br /> The report concluded that the consolidation of police dispatch centers is fiscally prudent <br /> and cost effective. The report also concluded that several dispatch centers represent <br /> excellent alternatives for other cities considering contracting for dispatch services and <br /> that the County would benefit from the consolidation of the existing thirteen police <br /> dispatch centers into two or three regional centers. <br /> The Superior Court wrote to the City Council that the Council must submit comments to <br /> the court regarding the report's findings and recommendations no later than October 15, <br /> 2012 and that the response must be approved by the City Council at a public meeting. <br /> ANALYSIS <br /> City staff has considered the findings and recommendations and has prepared a letter <br /> for the Mayor's signature that responds to the Civil Grand Jury's report. Redwood City <br /> has a long history of embracing contract service opportunities and the Police <br /> Department is exploring an opportunity to provide contract dispatch services to another <br /> law enforcement agency in San Mateo County. <br />
