EXHIBIT "A" <br /> SCOPE OF SERVICES AND FEE <br /> Fugro Consultants, Inc. (Consultant) will provide supplemental environmental assessment and <br /> consultation services at 1306 Main Street in Redwood City California (Site). Consultant was <br /> retained by the City to conduct a Phase II Environmental Site Assessment in 2012 which <br /> identified the presence total petroleum hydrocarbon as gasoline (TPHg) and volatile organic <br /> compounds (VOCs), specifically tetrachloroethene (PCE) and trichloroethene (TCE), in samples <br /> obtained from the Site. Consultant recommended that supplemental studies be conducted in a <br /> tiered manner to preliminarily evaluate whether contaminant concentrations detected in soil, <br /> groundwater, and sub-slab samples pose a human health risk to Site users, and consultation is <br /> required to assist the City in selecting an oversight agency and in addressing long term <br /> mitigation measures which may be required. <br /> Scope of Services <br /> Consultant will provide environmental consultation to the City related to the findings identified to <br /> date, the potential source(s) of the impacts, and the need to engage a lead regulatory agency to <br /> provide oversight of the Site. Consultant will preliminarily discuss with potential regulatory <br /> agency representatives the scope of future phases of site investigation which will be needed to <br /> address potential risks posed. Consultant will work with the City to prepare a "Request for <br /> Agency Oversight of a Brownfield Site" application. <br /> Consultant will conduct a tiered investigation to assess impacts to indoor air quality. Two <br /> separate indoor air sampling events will be conducted in general accordance with the indoor air <br /> sampling protocols listed in the Department of Toxic Substances Control (DTSC) Guidance for <br /> the Evaluation and Mitigation of SubsurFace Vapor Intrusion to Indoor Air (Vapor Intrusion <br /> Guidance or VIG), dated October 2011, and using standard industry practices for sampling, <br /> analyses, and documentation. Each event will include sampling of selected interior and <br /> background locations deemed appropriate based on data collected prior to the event. The basic <br /> scope elements for each event are outlined below: <br /> • Samples will be collected using laboratory-prepared 6-liter SUMMA canisters. <br /> • Consultant will collect one duplicate and one to two background air samples during <br /> each event. The duplicate sample (DUP) will be obtained from Unit 107 concurrent <br /> with the indoor air sample collection. <br /> • The background air samples will be collected from the paved parking areas to <br /> represent ambient air conditions outside of the structure. 24-hour security of the <br /> background air sample locations will be required. <br /> � For quality control purposes, Fugro will record the time and pre- and post-vacuum <br /> readings for each SUMMA canister, and prepare chain-of-custody documentation to <br /> accompany each sample to the laboratory. Each SUMMA canister will be batch- <br /> certified by the chemical laboratory and equipped with particulate filter and regulator <br /> calibrated for a 24-hour sampling event consistent with the October 2011 DTSC VIG. <br /> REV: 03-04-14 VR <br /> ATTY/AGR/2014/AMENDMENTS/AMEND NO. 1 FURGO CONSULTANTS INC.
