E��ibit A CONSULTANT SCOPE OF SERVICES Sewer System Management Program Support Services,2012 This document describes RMC's proposed Scope of Services to assist with the update of the City's Sewer � System Management Plan (SSMP) to comply with the Statewide General Waste Discharge Requirements (WDR) issued by the State Water Resources Control Board(SWRCB). 1 Scope of Services Task 1 —SSMP Update The purpose of this task is to provide professional services to perform an SSMP Update. A summary of the work to be performed includes: Document Review: RMC will review the following documents. Note that RMC is already familiar with the Statewide General Waste Discharge Requirements (WDR) far Sanitary Sewer Systems (Order No. 2006-003-DWQ) and best management practices. This background will be used in conjunction with the City's specific documents: • Sewer System Management Plan • SSMP Audit Findings • Applicable Standard Operating Procedures (SOPs) and references fram the SSMP • Prcvious reports and tindings Staff Interviews: RMC will mect with Ciry staff to gather information on thc existing programs and proccsses relevant to the sections of the SSMP requiring an update. RMC may foLlow up with Gity staff to ask for clarification on information provided. SSMP Update: RMC will consolidate comments and complete an SSMP update as follows: • RMC will prepare a draft SSMP update for the City. Examples of specific areas RMC will address include: o Element 2 -Organization. Update the SSMP to address SSMP audit deficiencies associated with clarifying the positions responsible for implementation of specific measures of the SSMP and updates required to address deficiencies identified in � � � � Table 2 of the SSMP. o Element 3 -Legal Authority: Update the SSMP to describe the City's plan far � addressing deficiencies in�legal authority and FOG enforcement staffing identified in the SSMP audit report.. o Element 4 -Operations and Maintenance Program: ■ Updatc the SSMP to document changes to the systems the City is utilizing to manage and track preventive maintenance activities by asset. ■ Update the SSMP to describe the City's plans for inspecting the sewer system, the system used to rank the condition of sewer pipes, and process for schedulin�rehabilitation. ■ Update the SSMP to discuss the long-term rehabilitation and replacement needs of the sewer system,based on historical condition assessment performed to date, along with a discussion of the funding required to address these long-term needs: Include a schedule for developing the funding needed for the long-tec-►n rehabilitation and replacement program. ■ Update the SSMP to include a field training component into the overflow emergency response training program.
