E��ibit A <br /> CONSULTANT SCOPE OF SERVICES <br /> Sewer System Management Program Support Services,2012 <br /> This document describes RMC's proposed Scope of Services to assist with the update of the City's Sewer <br /> � System Management Plan (SSMP) to comply with the Statewide General Waste Discharge Requirements <br /> (WDR) issued by the State Water Resources Control Board(SWRCB). <br /> 1 Scope of Services <br /> Task 1 —SSMP Update <br /> The purpose of this task is to provide professional services to perform an SSMP Update. A summary of <br /> the work to be performed includes: <br /> Document Review: RMC will review the following documents. Note that RMC is already familiar with <br /> the Statewide General Waste Discharge Requirements (WDR) far Sanitary Sewer Systems (Order No. <br /> 2006-003-DWQ) and best management practices. This background will be used in conjunction with the <br /> City's specific documents: <br /> • Sewer System Management Plan <br /> • SSMP Audit Findings <br /> • Applicable Standard Operating Procedures (SOPs) and references fram the SSMP <br /> • Prcvious reports and tindings <br /> Staff Interviews: RMC will mect with Ciry staff to gather information on thc existing programs and <br /> proccsses relevant to the sections of the SSMP requiring an update. RMC may foLlow up with Gity staff <br /> to ask for clarification on information provided. <br /> SSMP Update: RMC will consolidate comments and complete an SSMP update as follows: <br /> • RMC will prepare a draft SSMP update for the City. Examples of specific areas RMC will <br /> address include: <br /> o Element 2 -Organization. Update the SSMP to address SSMP audit deficiencies <br /> associated with clarifying the positions responsible for implementation of specific <br /> measures of the SSMP and updates required to address deficiencies identified in <br /> � � � � Table 2 of the SSMP. <br /> o Element 3 -Legal Authority: Update the SSMP to describe the City's plan far <br /> � addressing deficiencies in�legal authority and FOG enforcement staffing identified in <br /> the SSMP audit report.. <br /> o Element 4 -Operations and Maintenance Program: <br /> ■ Updatc the SSMP to document changes to the systems the City is utilizing to <br /> manage and track preventive maintenance activities by asset. <br /> ■ Update the SSMP to describe the City's plans for inspecting the sewer <br /> system, the system used to rank the condition of sewer pipes, and process for <br /> schedulin�rehabilitation. <br /> ■ Update the SSMP to discuss the long-term rehabilitation and replacement <br /> needs of the sewer system,based on historical condition assessment <br /> performed to date, along with a discussion of the funding required to address <br /> these long-term needs: Include a schedule for developing the funding needed <br /> for the long-tec-►n rehabilitation and replacement program. <br /> ■ Update the SSMP to include a field training component into the overflow <br /> emergency response training program. <br /> July 2012 � <br />
