6.2.A. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er October 8, 2012 SUBJECT Application for the Rubberized Pavement Grant (formerly the Rubberized Asphalt Concrete "RAC" Chip Seal Grant) offered by the California Department of Resources Recycling and Recovery ("CalRecycle") RECOMMENDATION Approve, by resolution, this application and future similar applications for Rubberized Pavement Grant funds from CalRecycle and authorize the City Manager to accept grant funds when awarded this grant cycle or in future grant cycles for a five year period. BACKGROUND CalRecycle partners with local government, industry, and the public to promote the management of materials to their highest and best use in the effort to reduce waste. CalRecycle administers tire grant programs to develop markets for recycled-content tire products that divert waste tires from landfill disposal and decrease the environmental impacts created by unlawful disposal and stockpiling of waste tires. ANALYSIS Grant funds will supplement the resurfacing budget and will increase the amount of roadway rehabilitated. The City has pending and projected roadway maintenance projects utilizing rubber chip seal that are eligible for funds from the Rubberized Pavement Grant Program. This grant program uses crumb rubber from discarded tires as part of a roadway resurfacing/repair treatment. The City has successfully used rubberized asphalt concrete chip seal on previous roadway maintenance projects. CalRecycle requires Council approval, by resolution, of the grant application prior to November 27, 2012. The maximum grant funding available per applicant is $250,000. The grant funding allotment is based on project cost. The Environmental Initiatives subcommittee consisting of Councilmembers Bain and Pierce were advised of this project at their September 21, 2012 meeting and support the application. ALTERNATIVES Council may choose not to approve the grant application. Other funding sources and pavement treatments for the pavement management program would be used to deliver the necessary projects.
