6.1.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 8, 2012 <br /> SUBJECT <br /> Professional Services Agreement with Atkins Global for the 24 Hour Fitness Project <br /> Located at 1050 Broadway <br /> RECOMMENDATION <br /> Approve an agreement for environmental consulting services with Atkins Global for <br /> preparation of the 24 Hour Fitness project located at 1050 Broadway Initial Study. <br /> BACKGROUND <br /> Sun Cap Properties, commercial fitness and recreational establishment with a rooftop <br /> basketball court, surface parking lot, at 1050 Broadway (Attachment 1). <br /> ANALYSIS <br /> The Project requires an Initial Study to determine if there are any potential <br /> environmental issues. Staff issued a Request for Proposals (RFP) to five environmental <br /> consulting firms. Two of the five environmental consulting firms responded to the RFP. <br /> The proposals were scored according to the following criteria: 1: understanding of the <br /> project scope; 2) experience; 3) project management; 4) budget; and 5) schedule. <br /> Atkins Global achieved the highest score in all of the categories and is Staff's <br /> recommended consultant for this project. <br /> Atkins' proposal, including sub-consultant work, is in the amount of $94,810. The scope <br /> includes the preparation of an Initial Study and a Mitigated Negative Declaration. If the <br /> City finds that the preparation of an Environmental Impact Report is required based on <br /> the results of the Initial Study, an amendment to the agreement will be presented to the <br /> Council. <br /> ALTERNATIVES <br /> 1. Do not authorize execution of the agreement with Atkins Global and direct Staff <br /> to seek additional consultant proposals. <br /> 2. Authorize execution of the agreement with Atkins Global, and modify the <br /> agreement. <br />
