Task 3.,Prepara#ion of Administrati�e Draft initial Stud� Purpose: Cansultar�t will synthesi�e background information for use in the existing setting, and evaluate changes to those baseline conditions resulting from implementation of the proposed project. If apprapriate, Consultan# will present mitigation measures for any identified potentially significant effects. Consultant will prepare Administrative Draft IS to determine if subsequent CEQA review is required. Discussion: This scope outlines the proc�ss and analysis for completion ot an IS. If tt�e IS ilfustrates that no signifcant physical en�ironmenfal impacts wauld result, then an Initial Study/Mitigated Nega#iv� Declaration (fSIMND) would be the apprapriate CEQA document and the tasks in�ol�ed will be similar ta what is included b�law. If an 151MND is the appropriata CEQA dacument, then the 1S can easily be co��erted to the ISIMND format. However, if significant and unavoidable environmental impacts would result, then an En�ironmental Impact Report (EIR) would be required and the 15 would deter the major environrnental analysis #o the EIR. If an EIR is required, Consultant will submit a separate scope of work and budget for review by the City. For this #ask, Consultant will be respansible far the following tour principal activities: • Establish baseline conditions; • Perform the analysis and make determinations of impact significance; • Recommend mitigation measures ta reduce impacts, if needed; and � Determine the subseq�ent CEQA analysis. For each environmental tapic, Cansultant will analyze significance thresholds based �n CEQA Guidelines, Appendix G. The analysis wiil be based �n standard methodalogies and techniques, and will focus an the �ef changes anticipated a#t�te praject si#e.
