6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 8, 2012 <br /> SUBJECT <br /> Approval of Agreement for Professional Services with WRECO for design and <br /> construction support services <br /> RECOMMENDATION <br /> Approve, by motion, an Agreement with WRECO, in the amount of $285,826.00, to <br /> provide design services and construction support for the US-101 Pedestrian <br /> Undercrossing Project, and authorize the City Manager to execute the Agreement. <br /> BACKGROUND <br /> Improving connectivity across the freeway, especially for pedestrians and bicyclists, <br /> becomes a priority as development continues east of US-101. Construction of an <br /> undercrossing along Redwood Creek will provide a much needed link to the Redwood <br /> City inner harbor area and access to the Bay Trail. The developer of the One Marina <br /> project on Bair Island Road has built a Class 1 bike path along the south side of Bair <br /> Island Road that provides an ideal connection point for the proposed undercrossing. <br /> Once constructed, the multi-use path will connect new development along the Bay with <br /> Downtown. <br /> ANALYSIS <br /> WRECO is one of four engineering firms that responded to the City's Request for <br /> Proposals. Staff recommends that WRECO be retained to prepare engineering plans <br /> and provide construction support for the development of the US-101 Pedestrian <br /> Undercrossing Project. Construction for this project is anticipated to begin fall 2013. <br /> The consultant will assist with design, environmental review, permitting, and <br /> construction support for the project. The design will include a retaining wall, relocation <br /> of impacted utilities, the multi-use path, and associated lighting and landscaping <br /> improvements. Coordination and permitting will include agencies that have jurisdiction <br /> over the project area, such as Caltrans, SBSA, PG&E, and Redwood City. Construction <br /> services will include the development of construction documents, coordination with <br /> Redwood City, construction support, and the preparation of as-built drawings upon <br /> project completion. <br /> The agreement cost is based on the consultant's hourly rate schedule. The contract <br /> amount shall not exceed $285,826. Staff believes the scope of work is comprehensive <br /> and represents a solid level of effort and detailed design approach. <br />
