Population/Housing
Consultant will complete the following tasks:
• Discuss qualitatively the indirect housing effect resulting from the project and in
the context of Association of Bay Area Governments (ABAG) regional
household forecasts and fair share housing allocations and discuss whether
the City can accommodate the demand.
• Estimate the indirect employment growth in the region from the "multiplier
effect" due to increased employment, using ABAG's regional input-output
factors.
Public Services
Based on information received from various service providers, Consultant will
conduct the following tasks:
• As necessary, conduct phone/email interviews with the City's police, fire, and
park and recreation departments, the school district, and the library to
determine current service levels and capacity to serve increased demand.
• Estimate project-generated demand for public services based on existing
operational standards obtained from the service providers. Other measures of
demand will also be considered, such as the projected increase in the calls for
service and the projected demand of recreational facilities and library services.
• In accordance with CEQA, evaluate the extent to which project demands would
trigger the need for new public facilities whose construction might result in
physical environmental effects.
Transportation/Traffic
Consultant will work with Hexagon Transportation Consultants ("Sub-Consultant")
to prepare a transportation impact analysis (TIA) for the project, which will be
incorporated into the Initial Study. Sub-Consultant will analyze up to five
intersections in the traffic study. The purpose of the study is to determine the traffic
impacts of the proposed development on key intersections in the vicinity of the site
during weekday AM and PM peak commute hours. Analysis of additional study
intersections, if required, will require authorization and additional budget. The TIA will
be prepared consistent with the City of Redwood City and San Mateo County
Congestion Management Program (CMP) requirements and will obtain information
from the recently-prepared Stanford EIR. The subtasks to be included in the TIA for
the project are as follows:
• Sbask 1. Site Reconnaissance and Existing Observations
Physical characteristics of the study area and the surrounding roadway network will
be updated to identify existing roadway cross sections, intersection lane
configurations, traffic control devices, and surrounding land uses. Existing traffic
conditions will be observed in the field during the peak periods of traffic in order to
identify any operational deficiencies and to confirm the accuracy of calculated levels
of service.
ATTY/AGR/2012.154/24 HOUR CONTRACT/ATKINS NORTH AMERICA
REV:09-19-12 JS
