7.A. - Page 2 <br /> Because these maintenance projects remove pavement markings during the course of <br /> the project, they provide an opportunity to modify the roadway layout for only the cost of <br /> any additional striping and signage. <br /> ANALYSIS <br /> Farm Hill Boulevard and Jefferson Avenue were last resurfaced in 2004. As part of the <br /> City's routine pavement maintenance program both streets are scheduled to receive a <br /> slurry seal to extend the life of the pavement. Both streets are characterized as <br /> "connector streets" in the General Plan; connector streets are those in which <br /> automobiles, transit, bicycles and pedestrians are accommodated equally. <br /> In light of the General Plan's direction, and the opportunity provided by an upcoming <br /> slurry seal project — staff evaluated the feasibility of removing a lane of traffic <br /> (converting an undivided, 4-lane street to a street with 3 lanes and bike lanes — see <br /> Figures 2 and 3) on Farm Hill Boulevard and Jefferson Avenue between the western <br /> city limit and Alameda de Las Pulgas (see Figure 1). <br /> Technical Issues: <br /> Converting an undivided, 4-lane street to a street with 3 lanes and bike lanes is one of <br /> the most effective engineering changes to achieve the goals of enhancing safety and <br /> livability for residents, visitors, and commuters.
