One Council Member inquired about the time frame for construction. Mr. Giari said that <br /> work is supposed to start in August and completion in 2013. City Manager Bob Bell <br /> asked that Mr. Giari come back and make a presentation to Council on the Capital <br /> Program and budget very much like other departments. He also covered the project <br /> goals and costs which are about 18 million. He noted that the demolition materials will <br /> be recycled and went on to enumerate environmental benefits. Some Council Members <br /> inquired about assessing priorities and Mr. Giari said that part of this will be covered <br /> through the Feasibility Study. This Council Member also thanked Mr. Giari for his work <br /> with BCDC (Bay Conservation and Development Commission) on issues related to <br /> public access. Another Council Member was very appreciative of the presentation. Vice <br /> Mayor Gee inquired about a 10-year CIP (Capital Improvement Program) and Mr. Giari <br /> said he would be happy to provide additional information. Vice Mayor Gee also inquired <br /> about outstanding debt and Mr. Euphrat provided the update on current loans and debt <br /> the Port has. Mayor Aguirre asked specific questions about the budget and long term <br /> projections and income and Mr. Giari provided details regarding increasing the capacity <br /> of the Port. Vice Mayor Gee inquired if this model works if there is no net increase in <br /> revenue? Mr. Giari noted that the assumptions were based on 2 to 3% CPI (Consumer <br /> Price Index) increase but no other changes. <br /> Dr. Bell said that based on the questions from tonight he would suggest having the Port <br /> come back and make a presentation to the Council like the other City departments do. <br /> M/S Seybert/Pierce to approve the resolution. <br /> Vice Mayor Gee said he feels a bit strange to approve something he only has seen a <br /> slice of. He would like to see the whole picture in a presentation like he saw the City's <br /> CIP presentation. <br /> Motion carried 6-0 by electronic vote with Council Member Foust absent. <br /> Mayor Aguirre thanked Mr. Giari, the staff and the Port Commissioners for their hard <br /> work. She would like to have a Council subcommittee to work with the Port on various <br /> items such as the best structure befinreen the City and the Port and have a conversation <br /> about these issues. <br /> 9. MATTERS OF COUNCIL INTEREST <br /> A. Council Member Report of Conferences Attended <br /> -Council Member Pierce invited other Council Members to the Saturday morning <br /> Farmers Market and make a presence at the Rotary Club booth. She thanked the City <br /> Manager's efforts in keeping all things organized. <br /> -Council Member Ira gave a heads up that a lot of big changes are coming to the SBSA <br /> JPA (South Bayside System Authority Joint Powers Authority) and he wanted to give <br /> Council a heads up about it.
