MINUTE ORDER 12-136 Applicants for the Port Commission's three seats: -Richard Steven Claire (incumbent) -Simms Duncan -Ralph Albert Garcia Jr. (incumbent) -Lorianna Kastrop (incumbent) The three full seats expire 7/31/2016. Council appointed Mr. Claire, Ms. Kastrop and Mr. Garcia unanimously to the Port Commission. Council Member Ira was absent. MINUTE ORDER 12-137 M/S FoustlSeybert to appoint Marcella Padilla to the shorter Parks and Recreation seat. Motion carried 6-0 with Council Member Ira absent. MINUTE ORDER 12-138 One Council Member said that regarding the opening on the Senior Affairs he would like to make it available to any others who were interviewed but were not appointed. The Mayor invited all to contact her if they are interested in other seats, she welcomes the interest and asks that applicants contact the City Clerk Department. Another Council Member noted that there is fluctuation on seats so applicants should not get discouraged. B. Inner Harbor Study Session. (613) Recommendation Provide direction to staff regarding community engagement and stakeholder groups for the development of an Inner Harbor Precise Plan. Mr. Ekern, Community Development Director, thanked the Council for the opportunity tonight to set the public process. He thanked the community members present. He then introduced Kip Harkness, the facilitator, who was going to assist the Council in delineating a public process that will eventually lead to a Precise Plan. Mr. Harkness, addressed the Council by asking a key question which is how to create a visioning process leading to two deliverables a Precise Plan and an Environmental Impact Report. He noted that his goal is to elicit Council's ideas on how to do this and who are the primary and key stakeholders to be involved in this process. Mr. Harkness focused on "Why" the development of the Inner Harbor is so important. Various Council Members provided their perspectives noting this is an area of opportunity and it is the city's role to assist with the visioning of the community to come alive, and to clarify what should be done in certain areas. The community and Council sets the framework for the development. Another Council Member wanted this process to enable crystallizing the vision and the fact that the waterfront has been neglected and needs attention.
